A steel structure project has a forecast cost overrun when expected final cost exceeds the current authorized budget on the same scope basis. That can happen because the original estimate omitted work, because an approved change was underfunded, because prices or conditions changed, or because execution costs more than planned. An owner-approved scope addition may increase the total project cost without being an overrun if the budget is formally increased to cover it. These cases need different responses.
The useful question is not simply Which material became expensive? It is When did the project depart from its budget assumptions, who recognized the change, and what other work did it affect?
