There is no universal cheapest material for a building. A useful cost comparison asks what it takes to deliver the same usable building with each feasible structural solution. The answer may change when the choice of frame affects foundations, construction time, fire protection, enclosure details, and maintenance.
Steel, reinforced concrete, and masonry do not always perform the same job. Steel and concrete can form complete structural frames. Masonry may form load-bearing walls in one design and non-load-bearing infill in another. Compare designed building options, not a price per tonne of steel against a price per cubic metre of concrete or per square metre of blockwork.
